It is timely to refrain from using the phrase 'people who *genuinely* can't afford to pay'. This suggests that people who 'won't pay' are not 'genuinely' doing so on a matter of principle - They 'genuinely' refuse to be conned by paying twice for the same thing - and that is just for starters. #Seanad
