Question on effectiveness of demonetization

I am not sure how PM or FM or RBI can justify the effectiveness of the Demonetization, when ever day we are seeing in the news seizure of new currency from Politically influential people across India. We common people have to struggle to withdraw money. Where as media and raids is publishing thousands of new currencies being seized on the raids.
Was there a check and balance measures analysed or the currency flow is studies on each and every branch prior to announcement of the withdrawn and allocation the funds to the respective banks?
Though the idea is good and citizens of India are supporting, there is no answer on how certain influential people have so much money on the contrary, we have common people lost their life because they cant cater to their immediate needs!
