In both cases, the attack would affect an area of at least 1km, and this does not apply to this case, not to mention that the rescuers weren't putting on any masks. The population in the area is ~40,000 persons, and they would have been all impacted, if it had an aerial attack. The most realistic possibility is what the Russian Defense Ministry announced that there was a chem depot possessed by the opposition, which was targeted by the Syrian warplane.
