Health and Human Services has no doubt been identified as a bloated domestic agency that is operating as an enemy. He's defunding them huge. And in the case of agriculture, he's probably going to get busy on the GMO topic. None of the agencies are scientific other than pseudo science (global warming) and he probably is sick of it.
