ISIS vs Saudi arabia

I don't understand how people can say ISIS and Saudi Arabia
are the same thing.

I mean, one is a terrorist group that:
Uses torture on a daily basis
Beheads opponents
Relies on oil for its existence

The other is a country that:
Uses torture on a daily basis
Beheads opponents
Relies on oil for its existence
Is the chair of the UN Human Rights Council.
See? Completely different.
