Deficiency in law enforcement is much graver problem than deficiencies in laws. By itself, the law can never create anything better It a job for people and not for laws and judiciary. There is consensus on most moral values and laws yet their violation increased. To expect that laws based on the points on which there is no consensus will help solve the problem is futile.
