Congress passed the 15th Amendment in 1870 to give suffrage to Blacks and other nonWhites. Despite this, the South and parts of the North did not allow African-Americans to vote until the 1960s. Both parties have played the race card in blocking, caging, hadicapping and simply making it hard 4 Blacks to vote.
