I think it was a scam organized by the CIA along with the terrorists in Syria, with the purpose to derail the Syrian peace procesS. Just on the eve of talks in Geneva and as a response to Tillerson's statement in Istanbul recognizing Assad, which made furious McCain & Co, including the non-entity neocon US Ambassador in the UN.
